The largest Ukrainian television and film production companies have united into an initiative group #KіnoKraina to create a workable, self-supporting, competitive production industry of films and TV shows for mass audience in Ukraine.
It is based on the reform of Ukrainian legislation in order to create favorable economic conditions for development of the market of domestic production, as well as to attract foreign investment in the industry. The two main tools to create such conditions, according to the initiative group, are direct state investments and returns. It was offered a formula of direct public investment: 80/20 - state and production company for films, and 50/50 state and production company for series.
As for returns - it was offered to return 25% of the funds invested by production company into shooting on the territory of Ukraine, as well as 10% of the costs paid from the territory of Ukraine and qualified as salaries for actors and other foreign workers who are not residents of Ukraine and do not pay personal income tax as a resident of Ukraine.
In the result of these reforms there will be created the preconditions for the production of at least 5000 series of high-quality Ukrainian series and 75 movies over 5 years.
According to #KіnoKraina to produce qualitative and popular Ukrainian national film and TV product requires government investment of $250 million in 5 years.
Vladimir Borodyansky, head of StarLightMedia, presented the model proposed by #KіnoKraina.
"The industry of cinema and series production - not only jobs and taxes. This industry comes laden with values and unites the country around them. And with these values comes national optimism and this is what we are lacking now. These are tasks that we want to зуквщкь, and the state is obliged to perform".- said Vladimir Borodyansky.
The positions and achievements of the State on the issue were presented by Vyacheslav Kyrylenko, Deputy Prime Minister, Minister of Culture of Ukraine and Philip Ilienko, head of the Film State Agency of Ukraine. They also talked about the new version of the law "On State Support of Cinematography in Ukraine", which is based on a revolutionary approach to financing and promoting national filmmaking. But, to date, draft plan for this law is still in development.

Also, a special report on the effectiveness model of cinema and TV in foreign countries was presented by Vladimir Kotenko, Partner, Head of Tax and Legal Practice of Ernst & Young in Ukraine. The moderator of the event was Andrei Kulikov, an expert on the media, journalist and host of "Freedom of Speech".

They are audit of the budget and film footage. If they suit us - we will finance these projects".
